Asbestos was used as a binder in almost all resilient flooring this includes vinyl linoleum asphalt and even the mastic in which some ceramic tiles are set until about 1985.
I have a deteriorating tile floor in my basment and i suspect that the tiles are vat vinyl asbestos tiles.

Unfortunately on some of the tiles the corners are cracked and came up and i believe you can see the cement flooring underneath.
However once considerable testing proved that it was a killer the miracle became a nightmare to deal with and remove.
The basement floor has the 9x9 tiles brown and white that we believe has asbestos in them.
It is now functioning as an unfinished but heated rec room for ping pong workshop storage etc.
Carpeting and a suitable pad will do the trick.
Vinyl tile is an excellent option for sealing in asbestos tiles.
It is not in good condition but mostly well adhered.
One of the biggest factors of installing a new floor over the old is thickness.
Any asbestos in powder form is a health hazard.
We are in the process of re finishing half of the basement.
I want to put a floor covering over the asbestos tiles but nothing as nice as allure.
In a basement i d suggest a rubber based carpet pad rather than a fiber pad.
If you aren t removing the old floor you may be creating a new floor that is too thick for doors to open and shut or for thresholds to have clearance.
After the cheapest flooring is to carpet.
Because it is embedded into the substance the mere presence of material containing asbestos is not necessarily a threat to you.
All material should be removed by a professional in this field.
However as a favor to future owners of your house make some note of the fact that asbestos tiles are under the new flooring.
